My assessment shows every practice met, so why is the SSP still Draft?

Met status and an approved implementation narrative are different. The SSP stays Draft until every in-scope practice has an approved narrative, not only a met status.

Is there a way to draft all narratives at once?

Draft and approve each narrative per practice today. A bulk draft option is planned. Approval stays a per-practice human step either way.
